Edward Caban has resigned as commissioner of the NYPD, Mayor Eric Adams announced at a press briefing Thursday.

"A short time ago, I accepted the resgination of Edward Caban. I concluded that this is the best decision at this time," Adams said. "I respect his decision and I wish him well."

At the news conference, Adams said he had named Tom Donlon, a retired FBI official, as the interim police commissioner. Donlon previously served as the chief of the FBI’s National Threat Center and once led the Office of Homeland Security in New York, before starting his own security firm in 2020.

“I thank Commissioner Donlon for stepping in during this critical moment,” Adams said.

The news of Caban's resignation comes after sources told NY1 last Thursday that federal investigators visited his house and took his phones, and seized electronic devices from several other NYPD executives.

In a letter provided by sources to NY1, Caban wrote that "news around recent developments has created a distraction for our department, and I am unwilling to let my attention be on anything other than our important work, or the safety of the men and women of the NYPD.”

“Which is why – for the good of this city and this department – I have made the difficult decision to resign as Police Commissioner,” the letter goes on to read.

Two other top Adams administration officials had raids executed on their homes last week, according to sources.

Adams said the city saw "a drop in crime for 13 of the 14 months" that Caban was commissioner.

"In his time, as part of the NYPD during our administration, we removed more than 18,000 illegal guns off our streets, had the lowest number of robberies in recorded history in the month of October, in our subway system and throughout the entire last few months, and just had the lowest number of shootings above ground ever in the history - of recorded history in the city - in August," Adams said.

Caban was tapped by Mayor Eric Adams to be NYPD commissioner in July 2023.

He was the first Latino to hold the position.

Manhattan bar owner, Shamel Kelly, accused James Caban, brother of former NYPD Commissioner Edward Caban, of attempting to extort him by demanding money in exchange for business favors. Kelly’s accusation comes amid a broader investigation into the NYPD’s nightlife unit, with federal investigators issuing subpoenas as part of a widening probe.

Federal agents have also subpoenaed the phones of NYPD lieutenants responsible for fielding bar-related complaints. These lieutenants, part of the special operations unit, handle quality-of-life issues across precincts through 311 hotline calls. Edward Caban, who resigned as commissioner on Friday, has yet to comment on the allegations involving his brother, James.

The New York Post reports,

The lieutenants were allegedly told to take it easy on bars that were clients of James Caban, the former commissioner’s twin and himself a former NYPD officer: “Do not do enforcement, just mediate,” the cops were told, according to a source.

“Noise complaints, crowd complaints, drinking on the sidewalks, people having sex in their vehicles — it’s all behavior that affects the neighborhood,” the source said.

A Brooklyn bar owner told NBC New York Thursday that James Caban tried to “extort” him last summer.
Shamel Kelly, who owns Juice & Moore on Mermaid Avenue in Coney Islandtold NBC New York he went to City Hall seeking a break from a heavy police presence at his establishment and that a mayoral staffer introduced him to James Caban.

Kelly’s bar, which served juice during the day and alcohol on weekend nights, had been hit with dozens of noise complaints, according to records. Kelly alleged that James Caban approached him with an offer to resolve his issues with the police—for a payment of $2,500.

“He said that he would mediate my issues with the NYPD,” Kelly told the station.

“He could bring them to me, have a meeting, resolve our issues is what he specifically said he could do, ” Kelly alleged.
“After he said I had to pay him for it, I felt like it was him trying to extort me.”

Wouldn’t be the first time! Hopefully, the Commish isn’t involved, but with him stepping’ down , seems like maybe he’s tryna reduce some of the heat on him and his bro!
