Question on new 35 Rem XLR

I just got around to shooting my new 35 REM the other day and noticed the forearm seems a little loose like it has been free floated, it has a tiny bit of wobble to it and about a 1/16" clearance on each side of the barrel. I took it off and noticed some felt pads inside the forearm where it touches the magazine tube. Is this something they just do on the XLR series because my regular walnut stocked Marlin has a tight fitting forearm. This is a New Haven, CT made gun with the JM proofmark.

My 336 XLR also has the felt pads, haven't removed the forearm on my 338 MXLR to check it, shoots to good to remove anything. DP
