The Ballard in mention is actually a #2 Ballard, as it does not have a .22 style extractor like Ballard used in all their #3 variants. It most likely was sleeved down from a .32 or .38 Long barrel.
You can see the extractor in the breech picture. These std. style extractors don't work well on a .22 Rimfire, as they pivot on the lever screw and can slip past the rim as they move down and back. Regular #3 Ballard extractors move straight back on a sliding guide rod, so they stay in constant contact with the rim of the little .22 RF.
In order to use this extractor on a .22RF, they must be modified to limit travel before they slip past the rim. Simple job, but most people don't do it.
Hope this helps.
