Why in the world would you want to remove a perfectly good finish? A dash of red or yellow Rust-oleum can give that old shooter a wholesome new lease on life and be a sure attention getter at the range.
If its not perfectly good.
The 'stainless steel' 10/22 is a good example. Cheap krinkle paint which chips off over time.
Removing it can leave a nicer finish then it came with.
