Math says that is not very much .18 percent.
Less than one part per hundred.

If a cc of IMR is 12.6 grains then 3 cc is 37.8 grains which is 0.54% of a pound (37.8/7,000).

If it were me and the bottle was almost full, I would scoop out enough to be sure I got all the 4198 or depending on my mood I would scope out all apparent 4198 and shake the rest up well to disperse it. Then I would
lay out the powder that was scooped out in a line and ignite it with a fuse to watch it sizzle. I've always wanted to do that. If the bottle was already about half empty or even less full I would find alternate uses for all of it.

You did say the 3031 was a full bottle so I would try to salvage it.

I've never used IMR 4198. If it can't be distinguished from the 3031 then I would scoop out a very generous portion of the 3031 bottle and find another use for it or toss the entire bottle. None of my powders look the same.

Any thoughts on calling the manufacturer and getting their opinion?

Well, I'm pretty much hearing what I expected..............better safe than sorry. I did scoop out what I thought would cover it but who knows for sure and they look identical.
