I ended up using a tapered Dremel diamond bit to get down through the tap. I dug out chunks as i went and eventually cleaned it out. I tried to break it with a punch, but it wasn't brittle enough. I drilled out the bottom end & used my 8-40 bottom tap to clean it up. The hole didn't go to the barrel threads that I could tell, but P Blaster would disappear when applied at the start of the job.

I now have plug screws in the holes & blended the old scratches into the finish with polishing, Oxpho Blue and a heat gun.
