    DHS Purchases 21.6 Million More Rounds of Ammunition

    Federal agency has now acquired enough bullets to wage 30 year war

    The Department of Homeland Security is set to purchase a further 21.6 million rounds of ammunition to add to the 1.6 billion bullets it has already obtained over the course of the last 10 months alone, figures which have stoked concerns that the federal agency is preparing for civil unrest.

    A solicitation posted yesterday on the Fed Bid website details how the bullets are required for the DHS Federal Law Enforcement Training Center in Artesia, New Mexico.
    The solicitation asks for 10 million pistol cartridge .40 caliber 165 Grain,jacketed Hollow point bullets (100 quantities of 100,000 rounds) and 10 million9mm 115 grain jacketed hollow point bullets (100 quantities of 100,000 rounds).

    The document also lists a requirement for 1.6 million pistol cartridge 9mm ballbullets (40 quantities of 40,000 rounds).

    An approximation of how many rounds of ammunition the DHS has now secured over thelast 10 months stands at around 1.625 billion. In March 2012, ATK announcedthat they had agreed to provide the DHS with a maximum of 450 million bullets over four years,a story that prompted questions about why the feds were buying ammunition insuch large quantities. In September last year, the federal agency purchased a further 200 million bullets.
    To put that in perspective, during the height of active battle operations in Iraq, US soldiers used 5.5 million rounds of ammunition a month.Extrapolating the figures, the DHS has purchased enough bullets over the last10 months to wage a full scale war for almost 30 years.

    Such massive quantities of ammo purchases have stoked fears that the agency ispreparing for some kind of domestic unrest. In 2011, Department of HomelandSecurity chief Janet Napolitano directed Immigration and Customs Enforcement toprepare for a mass influx of immigrants into theUnited States, calling for the plan to deal with the “shelter” and “processing”of large numbers of people.
    Thefederal agency’s primary concern is now centered around thwarting “homegrownterrorism,” but information produced and used by the DHS to train its personnelroutinely equates conservative political ideology with domestic extremism.

    A study funded by the Department of Homeland Securitythat was leaked last year characterizes Americans who are “suspicious ofcentralized federal authority,” and “reverent of individual liberty” as“extreme right-wing” terrorists.
    In August 2012, the DHS censored informationrelating to the amount of bullets purchased by the federal agency on behalf ofImmigration & Customs Enforcement, citing an “unusual and compellingurgency” to acquire the bullets, noting that there is a shortage of bullets whichis threatening a situation that could cause “substantial safety issues for thegovernment” should law enforcement officials not be adequately armed.
    As we highlighted last month, the DHS’ previousammunition solicitation was awarded to Evian Group, an organization that wasformed just five days before the announcement of the solicitation and appearedto be little more than a front organization since it didn’t have a genuinephysical address, a website, or even a phone number.

    While Americans are being brow beaten with rhetoric about the necessity to give upsemi-automatic firearms in the name of preventing school shootings, the federalgovernment is arming itself to the teeth with both ammunition and guns. LastSeptember, the DHS purchased no less than 7,000 fully automatic assaultrifles, labeling them “Personal Defense Weapons.”

    FLETC Artesia (under DHS) is the major western training center for all Federal officers except some DOJ agencies; FLETC Artesia also trains all Border Patrol agents in the US. Once again, just because there is a bid solicitation doesn't mean they will purchase any or all of the amount specified - it provides the agency a price, a vendor, and an agreement on delivery times/dates.

    Please recall that the last time a larger solicitation for bids for 450 million rounds came up, Winchester way over-produced the 180 grain JHP Bonded 40 S&W loads in such quantity that when they finally gave up on the government actually ordering as many as were authorized and anticipated, they sold bulk quanitites to MidwayUSA, who retailed it for $18.99 per box of 50, then went up to $20.99. I doubt Larry Potterfield sold it at a loss.

    I'm a little grouchy about conspiracy theories today because I just found out gun control conspiracy theorists have been hassling the survivors of the Littleton, Colorado movie theatre shooting trying to get them to tell 'the truth' about how a government black ops team did the killing, them drugged the shooter into amnesia so he would take the fall. And this mass murder was done in furtherance of a bizarre government gun confiscation scheme. I'll say this one time - anyone who really believes such a story is crazy and should seek mental health help. Anyone who follows and hassles people who survived such an ordeal to try to bolster their conspiracy theory is both crazy and cruel, and should get treatment while in jail for tresspass and/or harrassment.

    No wonder non-gun people think we gun enthusiasts are whackos.

    Biku, You are quite right. I have quite a bit of the surplus ammo that the law enforcement communities funding dried up on.


    Really, is it all that serious when first there are restrictions on ammo that the public can use and then there isn't? We all need to take a deep breath and relax a little. No need wearing each other out with wild theories. Save our strenght for when it might be needed.
