Is it the 99E? They were the economy model, not fancy, but shot just as well. Any savage for $400 is a good deal...most can be cleaned up, smoothed up. I had a 99C in .308 for awhile ( I am an incurable gun trader/seller/buyer) that indeed was of higher quality than the 99E a friend had in .243....but I loaded some 100gr handloads for him, put a scope on it, and I could keep the shots around one inch @100! Spongy trigger and all! He, on the other hand, couldn't hit a gallo paint can at that distance...he was just a bad shot! So "beauty" (accuracy) is in the eye (hands) of the beholder (shooter).
